GDOT seem to choose Fla instead of FL. Similar to how VDOT (Virginia) has chose W. VA instead of WV. GDOT has also put Ala instead of AL

To answer your question Louisiana has been named Jennings since may 2 1888 But FL the town from my understanding wasn’t founded till like 1900 to 1920 I’m from that area and I know it fairly well
