Yes, he can do any finishers of any character if he morphed like them. For example, if ST morphed into Scorpion, he can do his moves and his finishers and go his normal form.

Playable Shang Tsung was the most brilliant addition to the series. Being able to morph into anyone. It blew my mind when I was younger.
