@@kitsunesden8085 It's not emulation, it's a cracked arcade title. You can play it using arcade loader software called Teknoparrot (but you're on your own finding the game itself though, UA-cam doesn't take too kindly to links to dodgy game sharing sites)
This arcade game is running on PC based hardware. But it has DRM. Teknoparrot is a software that tries to disable these protections and make these arcade games run natively on a PC. Hope this is helpful enough to guide you. =)

It's kinda awkward how it has a horror theme but a teenish style to it with a romantic plot I can see this being turning into one of my favorites at the arcades, but I feel like this is for a very niche public, I mean, most kids would be turned off by the romantic plot right away if not just the horror theme alone

I guess the fact Sega never released it outside of Japan might indicate they lost faith in it as a concept. It's quite a niche spinoff.
