    This early 1970s film looks at the dangers of driving under the influence. It does this by the example of two men in a bar where the man who has had less to drink ends up driving. He barely manages to avoid an accident. Four experts then sit in a conference room and analyze every element of what had happened. The message of the PSA is that even small amounts of alcohol are still harmful when driving.
    0:08 a woman dancing to 1970s type music, 0:25 a model racecar or slot car track in action, 0:39 two men and two women talking over the track, 1:21 the two men pay their tab at the bar, 1:37 the two men and women get into a white Ford Fairline and the man speaks to the camera, 2:40 the driver’s POV of the road with an animated speedometer, 3:26 Title “Zero Minus Three”, 3:43 Carl Palmer arriving, getting out of his car, and speaking with a man, 4:20 the two men sit at a conference table and begin discussing a road situation, 5:47 a replay of the last scene of the men and women getting into the car, 6:07 men at the conference table begin talking, interjected with repeated footage of the men in the bar, 7:26 two 1960s Ford Mustangs racing each other on a track, 8:40 POV of a driver as they are driving down a road and braking heavily, 9:05 the same footage but with the driver under the influence of alcohol which leads to an accident, 9:29 footage of the accident, 9:40 men speaking at the conference table, 9:58 the two men sitting and drinking at a table and speaking, 11:08 different people getting into their cars, 11:42 driver’s POV footage of accidents almost happening, 12:11 a chart showing the relative probability of an accident in relation to alcohol consumed, 12:25 animation showing how many accidents alcohol is involved in, 13:01 men speaking to each other at the conference table, 13:19 footage of the man from earlier driving in a theoretical situation where he had not drank which does not result in an accident, 14:17 men speaking around the conference table followed by the same footage but under the influence, 15:38 men speaking at the conference table, 16:14 continuation of the footage showing the other driver swerving, thereby avoiding the accident, 16:40 the car being pulled over by the police, 17:05 police officer speaking to the driver and doing a sobriety test on him, 17:41 a man driving and swerving, 18:00 men speaking at the conference table, 18:17 the vehicle driver coming into the conference room and speaking to the men, 19:54 the men get into their cars

    Just by the clothing styles I’d say this is the 1960’s . Skinny ties, short hair, and no super hairy people like the 70’s.

      That's a 1968 Cougar so it's at least late 1967 early 1968.

      Fashion doesn't all hit at the same time. Could be 70s with people still dressing like the 60s. I know my small southern hometown was stuck in the 80s well into the 90s.
      Just look at Australia. They've still got mullets over there TODAY

    My late ex-husband drove drunk with me in the car ONCE! Yes, we got into a mild collision with a sign... and brother was he EVER surprised when I refused to "cover" for him! He decided to walk away from the vehicle, I stayed where I was! When the police came, I pointed out the direction he had gone in. Yeah, he got in some serious trouble... and he asked me "Why didn't you defend me?! Wives are supposed to be loyal!" and I replied "I'm loyal to a smart SOBER person... NOT a drunk driver!"
    They pulled his license for a month and required him to go to drivers' safety courses. And since I don't drive... he had to take the bus! Life's hard when you mess up!

      My answer to THAT would be: Husbands are supposed to be mature men who PROTECT THEIR WIVES FROM DANGER BECAUSE THEY LOVE THEM, and not risking their lives by driving drunk!!!!!!!!!!!!!!!!!

    WOW, a Cinemascope PSA ! I'm wondering if the main V/O guy is Rod Serling - he does playfully say at the start "...a figment of our imagination" - a play on words to his Twilight Zone intro.

      Sooo... Tyranny? Are you JOKING?
      This had almost NOTHING to do with the government or laws (the source of potential tyranny), it was only (good) ADVICE- The point was that, even if a person is not LEGALLY too drunk to drive, then they should still consider that they MAY be impaired, in this case, by three drinks- some people ARE, right?
      How is ASKING them to consider that possibly Tyranny? Maybe you are not thus impaired... (Are you sure? Have you considered it?)...
      This seems to be the OPPOSITE of tyranny- an appeal to PERSONAL RESPONSIBILITY, rather than an appeal to government regulation and an abdication of such individual, personal responsibility and accountability.
      Have you heard of the 'Tyranny of incompetence'?
