awh very cute!! they like hiding in bushy/shady areas because that's where they feel safest. have you considered getting plants like those for your buttons?
i would also include some grit or high protein food (like mealworms) in the bedding so that they can enjoy their foraging! good luck to your baby quails < 3

my silver king male quail is with a female just like this but he keeps calling to someone else...doesnt seem to want to mate with the female..
