These have been citizens of these nations that immigrated from Russia that were contacted by IC members and either paid to obtain technology or facilitated it out of patriotism to Russia. Not to mention the increase in HUMINT agents of FSB/GRU being caught in 'illegals' programs in the last 2 decades preceding the invasion of Ukraine. This is incredibly similar to the Chinese 'Thousand Talents Plan', and just as insidious in terms of destabilizing the western world.
