I've been at organizations that provide a card that is similar to a debit card. More often than not though orgs will have a reimbursement portal. You would take a picture of your receipt and submit it online and they would deposit the money into your checking acount.
That's a great question and I don't think so. I would recommend reaching out to your benefits representative though to ask. My understanding is that you can only contribute to your HSA though your paycheck and/or can roll over previous HSA dollars into a new employers account.

Typically companies will have a resource that lists what you can/cannot use your HSA/FSA for. I'd recommend looking there first.
