Because people are poor. People buy from spaza shops because they cannot afford to shop at Pick n Pay/Checkers/Spar. Whats worse and more poignant is the fact that this has been going on for years with the govt being informed over and over, but they didn’t care because it affects a certain tax group. If this was more coming in nice suburbs where affluent communities were affected, they would have put more regulations on these stores. The government is only getting involved now because the news is quick with reporting the deaths of children in these areas, and there has been a lot now. This isn’t rocket science.
