The starvation of the Soviet soldiers was a horrific genocide with both the Wehrmacht and the SS culpable. The “clean Wehrmacht” myth is exactly that. Those soldiers could have refused to starve the men under their care but followed orders and knowingly committed a horrendous war crime.
To be fair if you read into German documents they had food shortages from 2 months in if operation Barbarossa so some yes were deliberate many were simply mess ups in logistics and the fact the didn't have the resources to fight the war and feed all the prisoners/ displaced civilians .
