so according to GAMEFAQS, to trigger the bison encounter, THE REQUIREMENTS ARE Beating all rounds with ex moves like super, exel or mega (including bonus stages) and dont lose any round you can get!

Kairi was rather weak. Sharon, V Rosso, Dhalsim, Area were the top tier ones. After that it would be Guile, Shadowgeist, Bison , Nanase and Hokuto.
