This mod is actually made from a Greek person and if you play as Greece you'll get events that are pretty specific and really detailed for a minor nation
The problem is that in terms of naval and air complexity, Victoria 2 is clearly the inferior game. Really, you'd need some sort of hybrid, or paradox could actually make victoria 3 and actually focus on the part of the game that includes ww1 and the years afterwards.

The Soviet Union could have had a lower literacy rate, since it's a fair assumption that most literates were part of the Russian upper class, and those weren't too keen on staying in the Soviet Union.

Vic2 has some good economic complexities, while HOI4 is supply mechanisms. Combining these two in one game is going to be great. Under circumstances, it's going to be much laggy in terms of taking long for your conmputer to calculate the quantities produced and needed, to get people what they need, to get in return of much quantities produced and needed, repeatingly and growing.
