Heat and Fuel represents a batery, a huge one, without a completed circuit. Air completes that circuit and results in a violent event like any flash bulb or electric arc.
What are the results of breaking a window with a stream that turns into a mist and then back into a stream. Do you get a falsh into steam and a vent when the stream goes solid with only a flash fire? Or no fire at all because the water mist took all the energy up when it turned to steam and vented?
The result will probably be that you knock down some fire, but the steam will expand to adjacent areas, disrupt the thermal layer, and make conditions much worse inside for victims.
Breaking a window isn't ventilation. it's just breaking a window. Doing that with old construction and old furnishings would have caused problems, as well. Ventilation is control of the air. Attempting control of the air by not creating a proper outlet for the fire (through fans or vertical ventilation) is dangerous. "Keep it rich" is an insane philosophy that must be destroyed.
