I just started going to local mom and pop businesses and any time I can't reach the owner, I always ask for the manager. Although managers do make less money than the owner, they typically have more money than the employees. My point is that if you can't reach the owner, try asking to speak to the manager and either talk to him/her on the spot or set up an appointment to come back the next day or some time that week.
