This was smart. If you have a boost leak does it mean it wont boost past 7-8psi?

In my case it wasn’t starting. It will
Just crank and if it does start- it will be really rough idle and car won’t drive past 15mph.
Sounds like a fuel issue but it wasn’t. since these 90s car depends on vacuum to operate - a leak will cause the whole car to malfunction
