Outlander should have definitely been number one!! It’s my favorite romance show of all time, with superb acting and an awesome storyline. I have seen hundreds of romance movies as well as romance-series and Outlander is definitely my favorite.
How though? The pacing was absolutely shit for the main couple, there wasn't even enough of a build up to it. She was supposed to be a married woman yet showed absolutely no reluctance or conflict cheating on her husband.
Missed most of these was binging k dramas after someone introduced a Korean drama to me as a teenager Now it’s time to get back to American shows I feel out of the loop lol
I would put OUTLANDER, at number one, POLDARK, at number two, A DISCOVERY OF WITCHES, at number three, DOWNTON ABBEY, at number four, :-), I would never ever put YOU, into this mix what so ever.

I'm going to add one that wasn't there: Lucifer. It's not a "Romance TV Series," but there is an epic romance at the center of it. Everything else revolves around that relationship. I would certainly put it in that list.
