You should've coded austia in such a way that they wouldn't accept anchsullus
Can they resist germany? Well, in this case. No they can not lol
But maybe try it by changing austria's ai behavior (aka the settings for selecting what focus paths ai countries try to follow via the pre-game setup screen) to the one that will keep Austria facist but will also try to resist Germany "by any means necessary" (I believe those were the exact words in the description for the appropriate setting lol)
