They are an invitation only elite of Britain's military (they recruit from other areas of Britain's military only)... while the ceremonial stuff may seem a bit much it is from a proud military tradition and it is largely unchanged for well over a hundred years (much like the uniforms). Horse Guards (the building they are guarding) used to be a major military building, but these days is a minor military barracks (still military land) so from their perspective they are just guards on duty like any other. My understanding is there was a debate in Parliament a long while back about allowing public thoroughfare through Horse Guards (to avoid the public having to use a much less direct route) and it was approved on the basis that police would be there to ensure that the public did not interfere with the duties of the military... how well this works in practice is debatable and better public signage would clearly help if people are still asking this question. Horse Guards remains the official entrance to St James's and Buckingham Palace (not the real entrance, just the official one).
