In the Philippines, metro Manila street vending is illegal if occupying sidewalks or part of the streets. Sidewalk vending is an underground economy, avoiding paying taxes and also competing with legit businesses paying taxes doing the same business.
so in the Philippines there no legit street carts in other words the govt there isn't doing what it should be doing or cant enforce it sounds like the govt problem also sound like some business owners are jealous. in most countries it is allowed but the govt get s a part of the money as tax for the right to vend there ie the govt enforces it better have a permit or heavy fines and loss of your cart or truck
