Most likely not. Nintendo of Europe tends to do the localization of the Xenoblade games. That’s why 1 and 2 have a variety of accents with their characters. I’d be surprised if they used American voice actors for this.

It reminds me of the story I heard that the Brazilian Portuguese dub of DBZ had the VA of Vegeta be told "Eh, this guy won't be around long, just do your normal voice", cementing a main character as being entirely too casual and tonally out of place for the entire series.
I remember playing Valkyria Chronicles 4, one of my favourite characters in that game is about to have his denouement and he goes on this long and windy speech about how he "can't keep up", how he's "a fossil" and is "obsolete". Dude is 33.

I've watched enough anime to know any of those descriptions could be actual characters and someone's favorite, but damn with Bloster the Lobster being actually real (I love HxH). I laughed out loud for like a minute.
Must depend on the novel I imagine. I listened to Epic Failure in full and his narration is great and colorful, but not as many "noises" as you get in anime since most character utterances outside quotation marks is usually just read as text (unless its graphic audio)
