You have 4 cc of silt in 104 cc of total mixture of sand and silt. That calculates to 4/104 of silt in the mixture. That's 3.8% of silt by volume.

Is that right to cast the foundation with stone crush and aggregate plus cement
It is generally not advised to use crushed stone as fine aggregate since it contains high amount of silica. You can use M-Sand as an alternative.
