If you touch the rook, you are supposed to move it according to the rules - not castle. This technically is a "touch move claim" - I think his opponent alluded to that.
Edit: I have seen the video more carefully. Fedoseev was 'distracted' by (I think the arbiter) 'announcing' start of the round when he played the bishop move - and hence I think the fault is with the arbiter/announcer for doing that. Fedoseev had to play because his time was running. In this scenario, I would not fault Fedoseev for the (admittedly) illegal move of the bishop to b5 rather than c4. Niemann also _likely_ started the clock _before_ he was supposed to. Arbiters did not catch it - and that is also a fault of the arbiters!
Edit 2: Wearing a watch is also definitely banned in most serious (certainly FIDE-sanctioned) events (even though it was an analog watch. This is also against the rules)! What shoddy organization - hope this was not the Blitz WC!!
All in all, Fedoseev was the true gentleman here. I would have paused the clock, plain and simple, and not played - after Neimann pressed the clock prematurely to start the game. But it is understandable he did not make a big fuss - some events have multiple rounds a day. He was being more than generous with his opponent still, and if he had lost - he had all rights to a full point - since there was _a case to be made against the arbiter/announcer and Niemann_ !
Edit 3: I see why I am suddenly getting upvotes 🙂. I have no ill-feelings towards Niemann, but he was clearly in the wrong here. For the record, I would like to wish him all the best in his career; I would like to state that I do not know if he has ever "cheated" in OTB play - I would not put this particular one down as "cheating". The 3 mistakes Niemann made are considered Fair Play (FPL) Violations - something that is liable for penalization - usually with time odds in favor of the opponent! [A _second_ illegal move by Niemann would have led to a forfeit I think]. I do hope this is the one time he _made an illegal move_ , wore a watch, _and_ started a game prematurely - and *trust he would read both the relevant tournament rule book and the FIDE laws of chess* more carefully before he plays in any tournament!
[It is unclear how the situation with the announcer/arbiter "interruption" would have been handled - that would I think be dealt with by the Appeals Committee (thankfully Fedoseev won!) - this is arguably much more serious - FIDE should look at such things.]

To clarify things. Fedoseev released the bishop in move 3 for a fraction of a second. If Nieamann wanted he could pause the clock, call the arbitrer and demand 3. Bc4 instead of 3. Bb5. It would not be a big deal. On his seventh move Niemann grabs the rook and then the king to castle in a peculiar and illegal way. Castle is considered a move of the king not a move of the rook. If Fedoseev wanted he could pause the clock, call the arbitrer and demand the rook to be played, i.e. 7..... Rg8 or 7..... Rf8 which were the only moves for the rook. This would probably would be a disaster for Niemann's game.
One more comment is that Niemman is wearing a watch during the game something that is not allowed in important FIDE tournaments the last two years.

Technically that should be a foul move. Imagine a scenario where someone at first, intending to move the rook itself (not castling move) touches it. Then at the last moment catches some flaw and decides to castle instead. In any other scenario touch move would apply and he would have to move the piece that he touched. So there is ambiguity if this way of castling is allowed. So the castling should only be allowed by first touching the king. Yes, one may argue that same touch ambiguity may apply to the king move. But that is an unavoidable one. One has to touch something. Allowing both ways is one too many.

The funny thing is, that at times of a pandemic a Grandmaster is apparently able of not knowing over the board chess rules. This castling was definately no revenge to whites dubious Bb5 move. Niemanns confused look shows, that he has no clue, why his opponent smiles and points at the kings side.

Being a grandmaster and not knowing you touched the wrong piece in a castling, LOL even an amateur can feel the difference. 😅
I assume you don't play chess regularly.

Since it is Chess Base India channel, I have to give credits to your youngsters and their attitude in OTB (even online, I play with Nihal occasionally). Arjun, Nihal, Vidit, Aravindh - all extremely polite and great sportsman. You won’t see such cockiness and disrespectfulness from neither of them as you may witness in this game by both of the players (as already mentioned Bc4 drop and wrong 0-0). Also, putting pieces back to their original squares after the game is one of the first things you learn in a chess school. Should I even mention Hans pure stupid looking red Lennon glasses? His attitute towards the Botez sisters in Dubai tells me he has 0 respect towards fellow chess workers and therefore, does not deserve a bit of my appreciation as a person. Kiddo’s gotta learn a life lesson. PS: Great work you do there CB India filming and uploading all this great stuff! Keep it up.

Well, that was a weird way to play the Spanish, since Fedoseev actually released the Bishop on c4 first. So, yeah, one should move the king two squares before touching the rook, but it's really the intention that counts, and at different levels, between different types of players, and in different time controls, a player's intention can sometimes be deduced from the way they make the move.
