As far as I'm aware, the PMDG NGX was never updated for P3D v5 - only the newer NGXu which I'm using in this video. While the NGX may mostly work in v5, I'd imagine the fact that these lights don't work is one of these compatibility issues. There may be a fix out there somewhere. There's also a chance its just the landing lights not being very bright anyway but I'm not 100% sure I'm afraid. Hope that helps.

p3d from v4 to v5 pmdg ngx landing and taxi lights do not works.
