Because asgore in canon undertale doesnt even want to kill you, HES Just making Hope for his people, he even LETS you Leave and do whatever you want to before actually fighting him, HES willing to prolong the time until he fights you as much as he can

if it was a proper genocide run you should leave the rooms with 5 LV if you did a MINIMUM Exp run, in the NORMAL version, but in the hard mode the enemies give me EXP so the only way LV 4 could work is if it was a neutral route
