This is because the format of your video is not accepted. if it does not completely fill the screen (vertically) then they will not accept it. if it is horizontal it is not good.
bro just casually telling people to commit copyright crimes... 😂 This is a good way to open yourself up to a lawsuit. It says in the spotlight terms that it has to be original content or posted with permission from the copyright owner.

So i put that im underage, it let me put storys public but i cant create a public profile. Ive reaserched everywhere and nothing can be found, a little hand would be appriciated
You need to add a legal disclaimer. You can be held liable for encouraging copyright theft and open yourself up to claims by the original content creator. I have sued and won damages.
