It's a rumble strip. Drive over it next time you pass by there. It makes noise and you feel it in the steering wheel. It's supposed to alert a driver if they start to fall asleep and drive off the road. In theory, at least.

@@MasterWorkers I was referring to the guy filming the video. lol I worked on a thermoplastic truck in the states. Seems that truck will run out of plastic fast if you're not continuously loading it.
