Droll can still be chain link 2. It is one of the only cards I can think of that works like this, as it is a quick effect that must be activated in a new chain after its activation requirement is met (opponent adding a card to hand). Since droll says IF and not WHEN, it does not have to be the first card you activate in that chain, as it will not “miss timing”.
I believe you’re thinking of using something like forbidden droplet in a new chain after you search to prevent droll. If it is your turn, you have priority, so if you activate forbidden droplet CL1 and send a monster for cost, your opponent cannot chain droll, as Droplet prevents your opponent from responding with effects of the same card type (monster,spell,trap)
