Hector Recalde points out that curiously this project was rejected by both sectors covered by the law. Employers and unions agreed on the rejection although, of course, for different reasons: the employers considered that it implied a formal recognition of the workers 'and workers' institutions because the subjection to the laws was contrary to the ideology of the class struggle in the who were engaged.
