This trophy seems to be buggy pr spmething i swaped the allies countless times its crazy
You're probably missing the dojo instructor in Kyoto. You have to fight him in the dojo before he becomes available.

Gonzo, Dojo master in kiyoto, sparing li unlocks another option. Those are the most commonly missed. Possible you could miss any of the dojos.
