So I NEVER went back to that particular store again. None of the other stores charged that "separate fee." Store's still open but since I no longer shop at that particular chain, I have no idea if they still have that fee or if it has increased. So this has been going on for quite a while...
If I read the sign correctly, the 1% fee is added to the retail price so it can then be taxed too. If so, that 1% is actually 1.0881%. Talk about a rip off. While the 1% isn't much, there are presumably some people who skip shopping there when they can and buy from Amazon or whatever instead.

I don't understand what's the point in charging rent to the businesses in the street mall then.... The landlords are supposed to use that money for any repairs or"improvements". If a renter needs the a/c fixed for example, they don't get charged an additional fee from the landlord to do so

Colorado Springs Target now charging a 5.15% public improvement fee on all purchases made in store not only that you'll also be charged local & state sales tax for that fee. When I saw what my total was going to be I said no I'm not paying that and walked out of Target and went to Walmart. Check your receipts people.
