      So how they do not specify that these are improvements not to the public right of way, but are inside the development on private property, the only thing public is I suppose the access. Also the fee is added on before the sales tax is wrung up so the local city, county and state all get an extra 1% revenue bite so a 1% fee results in a net 1.01% fee. Sweet! Now you know why those entities are all for it.

    Sounds like a tax to me. Private corporations, are now allowed to tax you for their operating and construction expenses.

    I am actually surprised that this chain is still open for business. Most of their products are definitely more expensive and quality is hit or miss. What were they thinking??🤑🤔🤑

      I loved Kmart...alas the store 80 miles away closed a few years back. I don't even like Target. I tried to find a pair of jeans there a couple of years ago, I was kinda rudely told, "they don't carry petites". Why not? I know I'm not the only short woman in the neighborhood. I've seen them. lol

    What’s crazy about this video is that you went into a target trying to interview to a “ low level“ employee that has nothing to do with this fee added to ppl’s bills. This isn’t the first time you people have done that.

      “Low level” you couldn’t just say employee? After all this “ public improvement fee” was imposed by the property owner so it wouldn’t have made a difference who they interview at Target (store manager, sales clerk, janitor) it still wouldn’t have been appropriate. The property owner is the one that needed to be asked the questions instead of a “sales clerk” not “low level” employee.

    That’s bullsh*t target! And it’s not cool that we’re getting fee-ed to death and the anchors think it’s funny. I’m sure they wont feel 1%. But for those of us that can’t afford a place to live, it’s demoralizing.

    It is the retail version of a "Mello-roo" where infrastructure costs on new developments is passed on to the home owners in a separate fee (on top of HOA fee's if any)

    mitigation fees are paid by the developer to the government - not paid to and collected by target ..

    Funny, I have been shopping in and around Denver for over 40 years and I have never seen a public improvement fee. Somebody is full of KaKa. Target needs to take the extra cost in the shorts like everybody else, or raise their prices and take it on the chin. The way they are doing it, is the same old underhanded way Target handles everything else. Blame it on someone else and pray for sympathy.

      That's how they deal with Bidenflation: force everyone else to pay for the extra costs. Meanwhile, the middle and lower class Americans are suffering under high gas prices, taxes AND they have never received a 5% raise so their hard work can help put food on the table. I have not been able to buy a home for 4 YEARS. Bidenflation and soaring home costs have ensured that it will never happen. I am not spending $250K on a damn 750 sq ft house that doesn't even have a garage and will need another $5K to update the kitchen.

    Lone Tree Target has had this fee for at least 3 years on non food items. That’s why I stop shopping there.

    I'm not a resident of Denver, but from a city further south. 20 +/_ years ago I was shopping at a large chain grocery store in a newer development. Got the same answer. So I NEVER went back to that particular store again. None of the other stores charged that "separate fee." Store's still open but since I no longer shop at that particular chain, I have no idea if they still have that fee or if it has increased. So this has been going on for quite a while...

    If I read the sign correctly, the 1% fee is added to the retail price so it can then be taxed too. If so, that 1% is actually 1.0881%. Talk about a rip off. While the 1% isn't much, there are presumably some people who skip shopping there when they can and buy from Amazon or whatever instead.

    Why is everyone shopping on Amazon. Because online 15% off. No bag fee, no delivery on most home delivery, almost never out of stock item's, its almost more expensive to shop in stores.

    I don't understand what's the point in charging rent to the businesses in the street mall then.... The landlords are supposed to use that money for any repairs or"improvements".
    If a renter needs the a/c fixed for example, they don't get charged an additional fee from the landlord to do so

    These fees are bs, but like taxes. You can’t get around them. The property owner has the customer pay for the “ownership responsibilities”, like the customer doesn’t pay their own property taxes, or income taxes, and so on. They have been around for a while, and it’s not just target, it any business in that particular shopping center. If there is a Chik-fil-a there, go ahead and look for that fee.

    Per Target's posted explanation, the fee is added to the total and is subject to the 8.8% sales tax. So, the consumer is ripped off again.

    I'm not shopping at Target anymore. First pulling LGBTQ items. Not paying anybody a 1% fee like this anywhere. I will just get my money back and go somewhere else.

    Colorado Springs Target now charging a 5.15% public improvement fee on all purchases made in store not only that you'll also be charged local & state sales tax for that fee. When I saw what my total was going to be I said no I'm not paying that and walked out of Target and went to Walmart. Check your receipts people.

    Thanks, I didn't know! I will be looking at my receipts more closely. I have the option to drive to Aurora for many different type stores and gas stations. I am rather peeved at our Mayor, AKA BOZO THE CLOWN who is spending our tax dollar like a drunken sailor on leave!

    What would be nice is if the retailers could voluntarily get together and add a 1.89% temporary (20 year max) asylum seeker support fee to all sales so we can pay to provide for a nice home and provide more support for all the newcomers to our City which insure we move forward thru the 21st century.
