No. Nyayo is faster if you need a passport urgently. All passport printing is now done in Nairobi. I went to Embu because it had an earlier date for appointment of biometrics.
But, if you get a closer date for appointment of biometrics in Embu, then go to Embu

There is no correct order or format.. all you need are the required documents and while uploading you'll be guided to what to upload where. It's well stated on the application form
