No. IQ and intelligence are two different things. IQ is a simple quotient that gives as the idea of how quickly can a being learn new things, even complicated ones, which can be useful in combat. Intelligence is much more complicated. The best definition we could give to it is "the ability to resolve an issue/problem/situation". Even though anakin has a high IQ I don't find it impossible for ashoka to get intelligence. This one though depends on our own opinion.
