The payload area is roughly 1,000 cubic meters on Starship. The pressurized area of the ISS is under 1,000 cubic meters. So yes, a Starship (second stage) would make an acceptable station with the addition of docking ports, solar panels, radiators, etc. SpaceX had the GAO redact the info on what is the Starship propellant depot for HLS Starship. If the [DELETED] Starship propellant depot is only a propellant depot, why have the GAO redact the info? I think that it is because the [DELETED] Starship propellant depot may also be a crew transfer station. That would allow manned Starship missions, without waiting for the Starship to prove it is reliable enough for Earth launches and landings. And if Starship can't get that reliable, then you have a way to host the capsules during a manned Starship mission.

Boeing would need a vehicle licensed to carry astronauts to orbit for that to happen. Ideally one that didn't get lost on the way. Unfortunately, I think that the 747 max poor quality probably seeped into their rockets. :-)
Actually, NASA is still stucked with Boeing until now, without much progress. Without SpaceX, Americans would still be sending Astronauts to Russia for a much higher price.
