Sure they are. Storm troopers are all clones up until the rise of the First Order, they're just cloned from a variety of templates.
Cameron Riker www.starwars.com/databank/stormtroopers scroll down to “the Dark Times”. It talks about how the stormtroopers became recruits after the clones stopped being made and became too old.
Clones were used as Storm Troopers initially before they started recruiting.

@@BlueBird-wb6kb not really, clones age much faster than normal humans thanks to the genetic engineering they received, making the useless after a few years. Dunno why the empire didn't keep making new ones though, but I know that it was explained (in legends at least, disney was probably too lazy and just stuck with stormtroopers = clones)

The Clone Wars lasted like not even 5 years and Luke was like 20 at the oldest by episode 4, meaning the clones would be like 50 at the oldest
