Toriyama ditched power levels for a reason. These numbers are so big and quite frankly useless. Whenever there's an opponent that's stronger than the main characters, they get a boost to become stronger. The numbers never matter.

Now, Great Ape and Super Saiyan 1-3’s multipliers are correct, but the rest are speculative fan-estimations.
Actually, it’s been shown that Super Saiyan 4 and Super Saiyan Blue are actually on pair with each other in other media like the video games and Super Dragon Ball Heroes.
I am of the belief that Dragon Ball has a greater multiverse and that “canon” isn’t as important as “continuity”, so I think that SSJ4 and SSJB being equal is pretty fair.

Broly was going against Vegeta using his Blue Power after Tournament of power. Gogeta is quite literally multiplying two fusers power together like Gogeta himself tells Golden Frieza. Goku using Kaioken Time Twenty is on par with Super Saiyan Blue Evolution Vegeta. Heck even Blue alone isn’t enough to be a challenge for Beerus, when Broly is said to be possibly as strong as Beerus is.

It was just the advanced form of Potential Unleashed that Elder Kai gifted to Gohan, so while I think Gohan’s the only one who Elder Kai’s done this for that we’ve seen, anyone could achieve Beast with the help of Elder Kai + some extra training, not just Saiyans/Gohan
