I can't help you with finding and communicating with artists as I sometimes struggle with that too, but getting them to record over the beats isn't that hard. here are a few tips: -make sure that the melody is catchy but not repetitive, a pattern I recommend is in 2 bar sections do something like this // part a - part b - part a - part c. switching up the end keeps the listener engaged and also makes the melody easier to take in. -also, don't use to many drum sounds and over produce // stick to a clap, snare, hats, open hat, 808. percs and kicks should be the last things you add if needed. -the best tip I can give is make sure that you export the beats feeling like they miss something // ie. the artist. I've remade plenty of songs and most of them, especially the hits feel a bit like they need more, that is the artist.
