My take is to let the State have its Police Force. The Present Police force converted to an Investigation Force like the Federal Bureau of Investigation (USA FBI Like) Indirectly policing the whole Country but not directly as it is now but more crime detective.
Convert the Mobile Police Force to a National Guard Force with a Detachment in Every Senatorial HQ to assist the State Police Force in a swift response.

The police has both enough powers and responsibilities. What they need, is to be adequately funded. It does not change the fact that state/LG police is a necessity.
The need for State Police should be a bi-partisan desire by all politicians in Nigeria. Where are leaders like Peter Obi, Atiku, Kwankwaso and other opposition noise makers in the country? Is state police a political or national issue for the country that requires inclusive discussion? If these individuals mention did not find a need to be inclusive in this discussion called for by the national assembly I wonder to what extent they carry out their opposition activities. One would think that since state police has to do with the insecurity in this country, it should be a bi-partisan agenda.

The current Nigeria police is paranoid about their usual returns from all over 714 Local Governments in Nigeria. There is nothing stopping Tinubu's Government from setting up state police.

It's strange, though -- very ironical, that many of the people in this dialogue have at one point or another single-handedly and jointly contributed generously to the current terrible state of Nigeria. They have either fleeced the country/state or exploited ethnic/religious differences to get and hold on to political power. While they were in office, they cowered and didn't take those hard decisions that would have changed Nigeria for the better. Now, out of office, they have all the strength in the world to say what should be done.

This is funny, inviting the whole world dignitaries representing different countries and organisation to attend a class room debate on State Police vs. Federal Police. What I am watching is a much ridiculous gatherings of epicures who afterwards shall wine and dine free to make Nigeria poorer.
