Sure, it may be a good thing for the ICC to issue an arrest warrant already, but now, it's never the same. There are increasing amounts of people who actually sympathize with Western adversaries such as Putin, as I had discovered a lot of perspectives.

The US has been lecturing other nations on respecting rule-based international orders. It appears there are quite some exceptions.
For countries that are not ICC signatories, they can find themselves before ICC body by reference of UN Security organ.
