They can both can and can't, from an orchestration point of view the timbre is not even similar, but from a functional point of view they are in fact doing a great job portraying what's going on in the orchestra, props to the arranger, he/she did an amazing job.

They don't.

They capture the entire orchestra spiritually. The textures are different, sure, but there is a masterful confluence in this arrangement.
