The funny thing is that the actress that played Mrs.Landingham and her replacement is that they both played sister in Desperate Housewives which is the show Mrs. Landingham left for.
I so appreciate that she referred to the president as the commander in chief of the ARMED FORCES. It drives me nuts that people think the president is the commander in chief of the country.
I feel like Jed would be more upset that Josh wasn't there at all than he would be that he was late. And as for a seniority argument, what could she really do to stop him from going in there...? He's the Deputy Chief of Staff and she's...Debbie....
She can crash the entire West Wing. She can summon the secret service in a moment's notice- and they are trained to act upon her word and ask questions later. In that moment, Debbie's power far exceed's Josh's- a fact he's well aware of, since he didn't just go in. The person seated at that desk is the second most powerful person in the White House, in that one little tiny area of the building.
She is the President's gate-keeper. Mrs. Landigham likened her role to that of "Caeser's wife" when she refused to negotiate a better price for her new car...

Others have addressed the "What could Debbie do to stop him?" question, but as for "Jed would be more upset that Josh wasn't there at all"? It was a regularly scheduled staff meeting -- people miss those kinds of meetings all the time, both on the show and in real life. Besides which, Debbie is probably the one who prepared the briefing memo to begin with. She would know if a particular meeting had a "can't miss" agenda item.
Loved her in this role. I’m glad they didn’t just try to replicate Mrs. Landingham.
