The two logic chip that does your display is the 74xx47 and the 74xx247 BCD-to-Seven-Seg Decoders/Driver. The 74xx247 have the same pin assignment as the 74xx47 but the 6 and 9 have your tails for those digit as you have demonstrated {The Top for 6 -'A' segment and Bottom for 9 - 'D' segment} . Both of those chips have the hex equivalent 10 through 15- "Display patterns for BCD input counts above 9 are unique symbols to authenticate input conditions.".
You just described how to drive a common cathod 7-segments. By reading the comments, I think that would be useful also to describe how can be driven if it's a common anode 7 segments.

Here , If the bcd (4bit) can be mapped to any representation then wont that violate the rules of encoder and decoder ?
