I work in the maintenance department of a hospital and I have a Savina 300 that is also not charging the battery, the LEDs keep flashing red. What procedure did you take to fix this video source? First disconnect battery terminal from power supply and check for 24 volt dc fluctuation 10 sec on 10 sec off if 24 volt showing then check battery terminal for loose contact and if 24 volt not showing then check secondary pcb of power supply

Please check fuse given on back side of savina 300 power supply and send the feedback
