I can always hear his music in-game (when I play as him anyway), though it's just a piece of whatever song he's playing rather than the whole track and it's muffled a bit. I assume people mean that they want to be able to hear his music when they're not playing as him but he's on your team and is close to you? It'd also be a great way to know if you're in range for his music to affect you. If you can hear his jams, then you're getting the buffs.

DoomGoblin HotS gives all the heroes more love then Overwatch does. Tracer gets a Starcraft Specter skin, Zarya gets some amazing skins as well.
