It was a glitch early on, since florant has a alpha and gamma form.

why did 1 rb florant have a wisp and one didnt
There was a bug when the event first released and they patched it later on. I was already recording so the first few florants had the wisps. :c

There was a bug when they first released the event where regular rainbow florant had wisps. They fixed it i few hours later

Theyre fake, rainbow florants only have wisps if gamma and thats not a gamma rb florant

there was a glitch at the beginning of the event where regular rainbow florants had wisps on them. it has been patched
