I was kind of confused as well but, from what I can tell, the number reset from 23 back to 34 before he added 11 to get 45. Not sure why he took away 11 in the first place because it didn't seem to do anything so I'd ignore that bit
It was just a cutting mistake. You have to increase the bottom marging but you could confuse it with decrasing the number to put the margin closer to the top.
I guess he confused the fact he wanted to take away one line inside the space of the margins with the fact he needed to add eleven points to the lower margin to do so because it's the distance from the bottom of the page, and than left the beginning of his mistake in the edit by error

It felt almost like he was giving himself multiple clips to select from when editing but accidentally left them all in. No disrespect, just something I noticed and was confused if it's just me or if I'm not crazy lmao.

Why wouldn't inDesign make this a simple process? If grids are so great, then why not make it easy? And what happens to the gutters? Do you account for those?

the one problem with aligning text lines to grid is that you don't get the after paragraph spacing anymore, right? unless it's a whopping 11pts!
Gridder is interesting but it has a bottom margin that we should be able to toggle on/off
