I once thought of this as business idea -correcting lost IDs at a compesation fee to one who finds them lost and charging the owners when they come for them ...so let us not accuse them of a crime that has not been committed or for the failure of the government to give that service. We should look on the positive side of things and only accuse when we can substanciate or have evidence to a crime to be committed or already committed. My opinion though...
