this level is broken in my build for whatever reason, the lap 2 portal spawns me at the very edge of the john room so i have to redo gustavo's segment as peppino instead

I can imagine they would be skill-based, considering it's Champion's Road: 1. Complete the level with no damage taken. 2. Beat the level in under [minimum time]. 3. Maintain a combo with all enemies defeated (besides the Toppin Monsters).

It's actually based on Champions Road from Super Mario 3D World, which you can mostly tell by the "CONGLATURATION!!!" made of toppings near the end.
