I told the officer here's a rental agreement and a notorized letter from our mgr that says we lived together for 2 years prior to getting married. Plus we had joint bank accounts..wedding photos.. Car ins. Etc. But he still wasn't written affidavits.

You are giving WAY too much credit to the competency of USCIS. As someone who has worked for and may still, there is no concentrated effort or even intellectual ability to scheme a plot like this. We're a huge bureaucracy staffed by not the best and brightest, and there are no "board meetings" (board meetings HAHA) where staff are thinking up ways to slow the process. It's just an outdated and inefficient scheduling system where infuriating and crazy things happens. Sure there are still dinosaurs officers who once they get a case, will delay and continue a case just because they are miserable people, but trust me, there is not enough competence in the organization to do what you suggest. It may be the clerk who is receiving certain applications is keying them in faster than than another who is getting another batch of applications. It may be a software glitch. Who knows? Certainly no one here can figure it out or tell you. Have you seen the movie Brazil? It may give you a clue as to how we operate.

What if ine of the spouse lives overseas? They can't show joint property or lease info or bills and joint taxes. What are the evidences they can submit during the interview to prove their legitimate marriage?

I would assume that the interviews should be consistent with priority dates. I would be really upset if I was married to my wife for a long period of time and if I had filed before the newlyweds in question just to find out the newlyweds get their interview before mine. If that is happening, immigration should be facing repercussions.

We did not bring our child. Too distracting and unpredictable, so try to get a babysitter/family member to watch him a few days.

No New bill is passed yet but hope for the best..
