Even if PEN had found a toll milling solution (URG perhaps), their DFS stated that they would still have need $60M of CAPEX to get to break even in Phase 2, now it is $95M so either way they would have needed to dillute current shareholders and take on debt so the phase 1 plan with toll milling would not be a major source of funds for CAPEX
Lets zoom out for a second.......these guys need less than $100M and will be producing 2M pounds of yellow cake in around 15 months. Share price is 9c. What other company is 15 mths out from producing yellow cake and share price is below 10c?.......surely this set back is an opportunity to buy this dip, sit tight and see an easy 10 bagger.
4 months ago they were saying they needed to raise money to build. That would have meant share dilution and private placements. I think at this point they have the money they need to build, so that risk is greatly reduced. I would be looking to buy PEN right now.

In your next interview, ask about the disastrous Capital Raise at 30% discount to share price which caused massive losses for current shareholders.
