I only know for sure that zerodha & ICICI direct do have this option. Other than these, you may have to check with your broker by writing/calling them whether they allow to sell in pre open market.
How can you sell IPOs without being listed ?? That's not possible. Only listed shares could be traded .. I think you mean to say selling IPOs in the pre-open session before the regular session ..

There is no lock-in, but liquidity could be an issue. In most cases you are able to sell on the listing day.
