Get them all up to around 77 and then go back and level them all to 100. 0 to 77 takes as much fame to do as 77 to 100, this means you'll get more focus efficiency faster and be more profitable quicker.

What I always recommend is to max spec from tier to tier. Like max your t4 then t5 then t6 and so on.
